It is a siphon dispenser and if something gets in the tube it will stop siphoning.
There will be round circular siphon towers there and you will need to clean them and under the trays there are also the same towers and clean those.
As mentioned before check the hose that goes to the bleach dispenser and make sure there is no debris in it.
