They were normal florescents and i changed to 4 foot led bulbs.

If the led light flashes when it is turned off we first need to eliminate the circuit problem that is the switch touches the live wire and the zero wire touches the electrical appliance.
A relaxation oscillator causes the capacitors inside an led lamp to flip between their on and off cycles.
I recommend taking a circuit with between 1 5 lamps on it to replace with the led lamps and or fixtures.
In 3 lights they are fine and bright.
